BANGKOK, 6 September 2010 - The National Statistical Office (NSO) has started to dispatch 70,000 officials to conduct the 2010 enumeration of the census.<br />
<br />
Information and Communication Technology (MICT) Minister Chuti Krairiksh on Monday visited the NSO Office to preside over the official launch of NSO staff called “Khun Ma Di” to conduct the 11th round of Population and Housing Census. He was accompanied by MICT Permanent Secretary, Sue Lor-uthai and NSO Deputy Director- General Jirawan Boonperm.<br />
<br />
The group aims to approach local residents to collect fundamental information of citizens. The information will then be used in implementing adequate policies and plans related to economic and social status of citizens and expatriates across the country.<br />
<br />
NSO urges citizens to share their information via four available methods, which are direct interview, mail, telephone interview Tel 1111 ext 6 as well as <a href="http://www.nso.go.th" target="_blank">www.nso.go.th</a>. <br />

			<content:encoded><![CDATA[<div>Thanks to technological advancement, smart mobile devices are developed and widely used nowadays, especially among people of the younger generation. Social networks also play more roles in modern lifestyles, including at workplaces. Conflict is ignited between people of different generations upon their uses of technology in this border less world and work discipline.<br />
<br />
According to a survey conducted by WorldOne Research with 700 US citizens, two-thirds of people aged more than 40 years old disapprove uses of smart mobile devices such as BlackBerry and iPhone in workplaces, claiming that they can reduce work efficiency. On the contrary, 50% of people aged under 30 reject such an idea. In addition, 62% of people from this younger group play social networks such as Facebook and Twitter in workplaces but this is applicable to only 14% of those in older generation. Young people are found to engage themselves in many activities in the same time at work such as browsing the Internet, listening to music, and working.<br />
<br />
Consequently, some organizations try to develop norms in offices that mobile devices and social networks can cause distraction at work. Many organizations also prohibit its employees from playing social networks by banning access to such websites for greater work discipline because they believe that these things can significantly impact on organizational performance.<br />
<br />
As explained by Healthy Organization Project Manager MD Chanwit Wasanthanarat from the Thai Health Promotion Foundation, people aged around 30-40 years old, usually in the management level with authority to make decision in organizations, mostly will enforce rules and regulations contradicting with potentials and nature of people in younger generations. Negative results created are reduction of organizational commitments and even increasing staff turnover rate.<br />
<br />
Technological innovation and modern lifestyles seem to be interrelated, and everyone must accept this fact; however, both sides of the society should remain in the middle path. Young people should not engage themselves too excessively with social networks, resulting in negative effects to their work while the senior management should weigh up the pros and cons of the social networks before enforcing any restriction. Work discipline and operational efficiency are therefore ensured while everyone can work happily in the preferred lifestyles. <br />

			<content:encoded><![CDATA[<div>National Security Council (NSC) Secretary-General Tawin Pleansri has voiced his confidence that the agency will be able to handle problems relative to violent students proposed to be sent to do community work in the three southernmost provinces.<br />
<br />
Mr Tawin said he had no details of the Ministry of Education’s proposal to send the violence-prone technical school students to do community work in the restive south. He, however, said that the NSC would have no problem carrying out the task.<br />
<br />
The Secretary-General also believed that the Ministry of Education must have had good reasons in suggesting sending problem students to work in rough areas like the Deep South, noting that all relevant sectors must be responsible for the plan as well.<br />
<br />
Education Minister Chinnaworn Boonyakiat has come up with the idea to send troublesome youths to challenging areas in the wake of frequent brawls among students from rival technical colleges. <br />

			<content:encoded><![CDATA[<div>The eastern province of Chon Buri has submitted a bid to represent Thailand in the hosting of the World Expo 2020.<br />
<br />
Mr Senee Jittakasem, Chon Buri Governor, stated that the province had already lodged its bid for hosting the World Expo 2020 to the selection committee for consideration. Other provinces competing to be the venue for the international event are Chiang Mai and Ayutthaya.<br />
<br />
According to the rule, the chosen province must possess all qualifications set by the Government, which include having a land plot of at least 1,200 rai and being equipped with full facilities to accommodate the visitors.<br />
<br />
Mr Senee said that the province had proposed an area in Bang Lamung district with the size of around 1,200-1,500 rai. Located adjacent to Thammasat University Pattaya Center and Pattaya Golf and Country Club, he described the site as accessible.<br />
<br />
As for accommodations, Mr Sanee boasted that Pattaya City had over 300 luxury hotels with more than 37,000 rooms. He also guaranteed that the province would be ready to warmly serve the tourists coming to join the event from every corner of the world.<br />
<br />
The World Expo is held every five years and is taking place this year in Shanghai, China, from 1 May to 31 October. <br />

Deputy Public Health Minister Dr Phansiri Kullanartsiri stated that a number of entrepreneurs did not comply with the law by selling alcoholic beverages during the Buddhist holidays, including Magha Puja, Vesakha Puja, Asalha Puja, and Buddhist Lent.<br />
<br />
182 people were hospitalized from the accidents caused by drunk drivers during the most recent Buddhist holidays, 10 among whom died. More than half of the injured were people under 25 years of age, while youth under 20 accounted for 15%.<br />
<br />
Dr Phansiri stressed that the statistics cited could clearly prove that people, especially entrepreneurs were unco-operative with the authorities although the law, which came into effect on 7 July last year, stated that violators would be subjected to one year imprisonment and/or a fine of up to 20,000 THB.<br />
<br />
The Deputy Minister hence tasked officials across the country with controlling the sale of alcoholic beverages, especially to motorists, and asking for cooperation from the public to help monitor it. People should notify the authorities at 02-590-3342 around the clock if they come across illegal sale of alcoholic beverages. <br />

			<content:encoded><![CDATA[<div>The Thai Journalist Association (TJA) has warned the Center for the Resolution of Emergency Situation (CRES) of intimidating the press following threats to close down an anti-government newspaper.<br />
<br />
CRES and Army Spokesperson Colonel Sansern Kaewkamnerd earlier stated that stern action will be taken against press outlets publishing distorted information or inciting disunity. He said that authorities would go as far as shutting down agencies.<br />
<br />
TJA Vice President for Media Freedom and Reform Sadej Bunnag suggested for CRES specify the name of the problematic newspaper to avoid confusion. He acknowledged that the CRES could prosecute the print if laws applied.<br />
<br />
Mr Sadej noted however that the center could not shutdown publications under Paragraph 3 of Section 45 in the 2007 Constitution regarding press freedom. He admitted that the CRES could censor content, but said content control must be done in a transparent manner.<br />
<br />
The vice president cautioned the CRES against asserting itself towards the press; warning the public could view it was media control. He vowed that the TJA would seek talks with other media associations for further measures in this issue. <br />

At 11.00 hrs, a tanker carrying 40,000 liters oil named 'Chok Thawon 6' sank off the coast of Phuket. The tank was sufferring damage in a storm before sinking at 10 nautical miles from Chalong bay. All four crew members had been rescued without suffering any injury.<br />
<br />
At the moment, the situation is being monitored closely for fear of oil leakage. However, there has not been any oil spill reported so far.</div>

<br />
The Rajabhat Suan Dusit University Poll was carried out amongst 1,729 grocery shoppers nationwide from 29 August 2010 to 2 September 2010, collecting their opinions on the price of groceries. Over 60% of respondents admitted that they have been forced to be more frugal.<br />
<br />
The top five most expensive items according to those surveyed are meat and eggs (40.13%), vegetables and fruits (22.98%), personal care goods and household products (14.62%), rice (12.03%), and dried foods and condiments (10.24%).<br />
<br />
Asked how they are adapting to the problem, a majority 59.17% said they have relegated themselves to only the necessities. Some said they opted for cheaper substitute products or hunted sales promotions.<br />
<br />
Suggestions to solve the heightened prices, 45.58% of respondents called for price controls.</div>

The Deputy Prime Minister stated that he would send a letter to the Saudi Arabian authorities out of concerns that the Thai-Saudi ties might be jeopardized by the appointment.<br />
<br />
Police Lieutenant General Somkid is one of the five suspects indicted for the disappearance of Saudi Arabian business executive Mohammand al-Ruwaili in Thailand 20 years ago. Somkid was Police Lieutenant Colonel at that time.<br />
<br />
Mr Suthep explained that the disciplinary investigation of Somkid had been completed and the court had ruled out his involvement in the case. However, the Department of the Special Investigation decided later that the Lieutenant General had a role in and indicted him.<br />
<br />
The Deputy Prime Minister confirmed that the Government would not meddle with case, which had been in court for several months now. He said the National Police Headquarters is responsible for the reshuffle not the government.<br />
<br />
Meanwhile, opposition Pheu Thai Party Spokesperson Prompong Nopparit said the promotion of Police Lieutenant General Somkid was inappropriate as he had been implicated by the DSI in the controversial case. He said such an appointment was made without taking into consideration the feelings of other police, people, and the Saudi Arabian government. <br />

The website is a channel for the public to voice their opinions, and it is a source of information to be used by relevant units in considering the new laws to be enforced.<br />

All public opinions and suggestions posted in the website will be considered.<br />

			<content:encoded><![CDATA[<div>UNICEF Thailand has issued a declaration encouraging all schools nationwide not to give severe punishment against students after researches show that maltreated students usually will have lower educational performance.<br />
<br />
Deputy UNICEF Thailand Representative Andrew Morris stated that many schools still ignored to comply with the regulations imposed by the Ministry of Education and the National Committee for Child Protection banning inhumane and violent punishments.<br />
<br />
Mr Morris suggested that the regulation should be enforced in stricter manner while teachers should be trained to equip students with discipline instead of caning them.<br />
<br />
Meanwhile, Child Protection Specialist of UNICEF’s East Asia and Pacific regional office, Amalee McCoy, cited numerous researches that children experiencing maltreatment, discrimination, or violence at school usually would have lower academic performances than children without these harsh experiences.<br />
<br />
Ms McCoy added that many countries in this region also lacked national policy to protect children in the education system, a handbook for teachers on how to treat students with risk of violence, and appropriate codes of conduct on how to treat and respect rights of students.<br />
<br />
Earlier, an art teacher from a school in the northeastern province of Nakhon Ratchasima punished his 40 students by hitting them with a Rattan Palm cane wrapped with electrical wire for their failure to clean up their living quarters. The teacher was expelled after the video clip was exposed to the public. <br />

			<content:encoded><![CDATA[<div>The controversial case of suspected Russian arms smuggler Viktor Anatolyevich Bout will be dealt with in a straightforward manner in line with Thai law, according to Deputy Prime Minister overseeing security affairs Suthep Thaugsuban.<br />
<br />
Mr Suthep believed both the US and Russia would understand and accpept the court's decision. The comment came after Mr Bout’s lawyer lodged a letter asking the Government not to extradite the Russian suspect to the US in his concern over unfair trial.<br />
<br />
Asked about the government’s suggestion for the US and Russia to hold bilateral negotiations regarding Mr Bout's case, the Deputy Prime Minister responded that the Thai Government would not need to consult any side about the issue as it had the authority to make decisions.<br />
<br />
Mr Suthep believed that Mr Bout's case would be settled by the Thai court within the extradition timeframe of three months as specified.</div>

The organs of the executed Thai girls will probably be used to serve the organ trade in China. Rich powerful people in China are in line to get a new body organ. Thailand should spend more money to educate poor people to not fall into the hands of these drug cartels. <br />

A 35 year old from Ubon Ratchathani was invited to Malaysia to go here and there. All of them ended their journeys in the Women’s Prison of Guangzhou and were sentenced to death.<br />
On further inquiry the news reporter learned that the heroin is produced in Afghanistan. It is transported through Pakistan to India. The Thai women were the ‘mules’ who transported the heroin on the final stage to Guangzhou, a densely populated area which was the one of the new China’s rapidly developed prosperous centers, where the drug market also flourished. The 13 Thai women were seduced by promises of independence and freedom, to participate in the international drug trade, schooled by false lovers who made it all seem easy and without risk. Most, or all, are first time offenders who began by being duped to become minor players in a world wide trade where the profits go to the organizers and the pain is borne by the foolish carriers.<br />
